West Keal and Keal Cotes Parish Council

Minutes of the meeting of the Parish Council held in Cracroft Hall on Wednesday 22nd  January commencing at 7:00 p.m.

In Attendance: With Councillor Richard Moody in the Chair, there were present, Councillors – John Hepworth, Margret Rickard and Amanda Ward, Clerk – Ms Sarah Kulwicki

County Councillor Bill Aron

Public: There was 3 members of public present.

This meeting follows the council meeting held on Wednesday 15th January where the council was not quorate.

 

Public Forum:

The PCC thanked the parish council for providing the flood light for Christmas. They had hoped some donation for the electric would be provided. They handed a list of dates of the church services to the chairman and the date for the next church council meeting which they hoped a council member council attend. The PCC told the council it costs £105 a week to run the church and at this current time they only make around £20 a week in donations. Discussions where had on the previous donations given by the council and who the council currently donate too.

 

The Chairman declared the meeting open at 7:00pm

  1. Chairman’s Remarks -  The Chairman welcomed all present and thanked them all for coming. He apologised to all for the inconvenience from last week’s meeting not being quorate.

 

  1. Apologies for absence and reasons given – Apologies received and accepted from Councillor Lacey. Councillor Cook and Rowntree not present.

 

  1. Declarations of interest in accordance with the 2000 Local Government Act – There were none the chairman asked if there where any to please raise if they come up.

 

  1. The notes from the meeting of the Council held on Wednesday 4th December 2019 (attached) to be approved as Minutes and signed by the Chairman

It was: -

Proposed by Councillor Hepworth and Seconded by Councillor Rickard and Resolved that the minutes of the meeting held on Wednesday 23rd October 2019 be approved as Minutes and signed by the Chairman.

 

  1. The co-option of potential candidate’s present – 1 vacancy, 1 registered interest.

It was: -

Proposed by Councillor Moody and Seconded by Councillor Hepworth and Resolved that Amanda Ward be co-opted on to the council and sign the declaration of acceptance of office.

 

  1. To approve payment of accounts: - 
    1. Village Hall (January) - £17.50 (PAID)

It was: -

Proposed by Councillor Hepworth and Seconded by Councillor Moody and Resolved that the above payment be approved and duly paid.

  1. Church clock donation – PCC attended last meeting at councils request but not enough members to make a decision.

It was: -

Proposed by Councillor Rickard and Seconded by Councillor Moody and Resolved that a donation of £50.00 be given to the church for the works completed on the clock.

Councillor Hepworth abstained from voting.

 

  1. To approve the budget and precept for 2020-2021 – See attached budget

It was: -

Proposed by Councillor Hepworth and Seconded by Councillor Rickard and Resolved that the council budget is approved and a precept of £3,950.00 be applied for.

 

  1. To note general correspondence – The clerk reported that there has been nothing new to report as it is all sent via email. She told the council that she has confirmed the council still wish to be notified when planning applications are received.

 

  1. To note all planning applications

A) Ref:S/204/02323/19 – Land adjacent to the villa, main road, keal cotes. Planning permission for the erection 1 detached house and a garage/office/garden room and construction of vehicular access. The council support this application.  

 

  1. Highways matters – Any problems to report
    1. The council would like it known that a 30mph limit is still wanted on the carriageway heading into West keal.
    2. The council will continue to work on getting gates as you enter the village in the hopes that this will reduce the speed of traffic.

 

  1. To receive reports from representatives of outside bodies or local organisations                

a) County Council - Councillor B. Aron - report given at the council meeting which was not quorate. Councillor Aron reported that the gates as you enter the village is on hold till the spring when the council can meet with the highways officer to get the site approved. He told the council that they should be getting prices for the job. The new CEO is now in place named Debbie Barnes. Lincolnshire county council have given fire and rescue 8 million to buy new equipment. He also told the council that the museum of Lincolnshire life is having an exhibition of model planes on the 25th and 36th January.

b) District Council - Councillor J. Swanson was not present no report given.                                                                                     

c) Village Hall Committee - Councillor J. Hepworth reported on Saturday there will be tea, coffee and cakes to celebrate national village hall week, he hopes that more volunteers for the CWS programme will come forward. There is a quiz on the 14th February which is valentines themed. Councillor Rickard asked councillor Hepworth to send all dates of village hall quizzes to her for the newsletter. There is also a murder and mystery supper on 28th February at 7pm.                                                                        

d) Footpaths - Councillor J. Hepworth asked the council if he could now hand over the footpaths patrol to councillor Rickard as he does not have the time to do this any longer. Councillor Richard accepted.                                                                                                                                                                                                               

e) West Keal Parish Charities Trustees - Councillor J. Hepworth reported that a basket of fruit and sweets has been given to melody lodge. Once the bank mandate has been completed the signatories will reimburse Councillor Hepworth.                                                                                       

f) Triangle Field – Councillor John Rowntree not present no report given.

 

  1. Date of next meeting – The next meeting is scheduled for 25th March 2020. All meetings commence at 7:00 p.m. at Cracroft village hall West Keal. Meeting in sept changed from 16th to the 9th due to double booking.

    1. Councillor Hepworth proposed that the clerk ensures she bills the council for the additional meeting she attended
