WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the remote meeting held on Wednesday 7th October 2020 at 7pm via Zoom.
Present: With Councillor Moody in the Chair there were also present councillor(s) Lacey, Rowntree and Rickard. County councillor Aron was also present. 
Apologies: District Councillor Jim Swanson.  
Public: There were no members of public present. 
16. Chairman’s remarks – The chairman welcomed all present and thanked them for coming as it has been a long time since the council has had a meeting. 

17. Apologies for absence and reasons given – Apologies received from District councillor Jim Swanson. 

18. To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation – There were none. 

19. The notes from the meeting of the Council held on Wednesday 27th May 2020 (attached) to be approved as Minutes and signed by the Chairman
It was:-
Proposed by Councillor Moody and Seconded by Councillor Rowntree and RESOLVED by all that the notes be approved as minutes and signed by the chairman.  

20. To consider and approve the Following payments
a) Inkonomical (PAID) – £84.00
b) S. Kulwicki – website - £150.00 
c) Purchase of CSW speed gun and related equipment – up to £500.00
       It was:-
Proposed by Councillor Moody and Seconded by Councillor Lacey and RESOLVED by all that the above payment be approved and duly paid. The clerk was asked not to spend any more than £500.00 on the speed gun equipment.   

21. To consider and approve the budget for 2021- 2022 – See Budget proposal 
It was:-
Proposed by Councillor Moody and Seconded by Councillor Rowntree and RESOLVED by all that the budget for 2021- 22 be approved (see attached). 

It was:-
Proposed by Councillor Rowntree and Seconded by Councillor Lacey and RESOLVED by all that a precept of £3950.00 be applied for.   

22. Reports from outside bodies  - County councillor Bill Aron reported that the winter programme for LCC will be avliable shortly. The county council are also working towards the devolution. He told the council that East keal have a traffic order going through to reduce the speed limit from 40mph to 30mph, when this parish council have evidence of speeding in the area this something they will be able to work on.

23. Fencing Issue – Councillor Moody told the council that there are some errors in the fencing that has been erected including its size but this is a matter for the land owners to deal with. Councillor Aron requested some more information in regards to this issue. 

24. Highways Issues 
a) Councillor Rowntree reported Fen road as having issues with motorists speeding and the verges being damaged as it is a single track road and large vehicles are passing each other causing damage. 
b) Councillor Rickard reported that there is lots of mud on the roads in the village. 
c) Councillor Aron told the council that the speed camera van has been present in the village but there was a delay before it could come to the area as it was damaged in an accident.  

25. Planning Application/s 
a) S/204/01450/20 – Land adjacent to medowleaze, main road, west keal. Outline erection of 1 dwelling. The council have no objections to this application. 

26. Correspondence for the Council – The clerk reported that it has all ben sent via email. She asked the council if she could obtain a quote for the village gates which have been approved by the council. 

27. Date of next meeting – The next meeting is scheduled for 2nd December 2020. Via Zoom unless a meeting can be arranged. 

28. Any other matters for inclusion on the next agenda – There were none.
