Notes from 8th Sept 2021

WEST KEAL AND KEAL COTES PAISH COUNCIL
Minutes of the meeting held on Wednesday 8th September 2021 at 7:00pm in the Keals village hall. 
Present: With councillor Moody in the Chair there were present councillor(s) Rowntree, Rickard, Hepworth and Lacey.
Public: There were 3 members of public present. 
Absent: Councillor Watson. 

The chairman declared the meeting open at 7:00 pm

Public forum:
A representative of East Keal parish council has formed a community group for the platinum jubilee on Saturday 4th June. She handed out event proposals to council members and asked that if the council knew of anyone who would be interested in volunteering their time to please get in touch with her. She told the council that the next committee meeting is on 22nd September at 7pm in the Keals village hall. 

1) Chairman’s remarks – The chairman welcomed all present.

2) Apologies for absence and reasons given – Apologies received and accepted from Councillor Watson. 

3) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation – There were none.

4) The notes from the meeting of the Council held on Wednesday 11th August 2021 (attached) to be approved as Minutes and signed by the Chairman
It was: -
Proposed by Councillor Hepworth and Seconded by Councillor Lacey and RESOLVED by all that the notes be approved as minutes and signed by the chairman.  

5) To approve payment of accounts: - 
a) Inkonomical - £91.80
b) Village hall for September - £2.50 as overpaid in July. 
It was: -
Proposed by Councillor Hepworth and Seconded by Councillor Rickard and RESOLVED by all that the above payments are approve and be duly paid. 

6) To note general correspondence – Councillor Moody told the council that Balfour Beatty representative will hopefully attend the next council meeting due to being on leave at this time. He also told the council he had received a complaint about overhanging trees and hedges on a footpath which the clerk has reported to Highways via fix my street. The clerk told the council that she has been in contract with the platinum jubilee representative and the local PCSO Teressa in regard to the incident the council asked be reported but as this happened to an individual this needed reporting by them and not the council. The clerk informed the council that she had reported the complaint received by the council against the chairman to the monitoring officer.  

7) The co-option of potential candidates present – There were none.

8) To note all planning applications
a) Ref: S/204/01306/21 – The bumbles, Main Road, West Keal – Planning permission for the erection of a timber carport/ pergola. Full planning permission has been given.
b) Ref: S/204/01495/21 – Fairfield, Hall Lane, West Keal – Planning permission for a front extension and alternations to existing dwelling to provide enlarged bedroom. Full planning permission has been given. 
 
9) Highways matters – Any problems to report
a) The clerk was asked to find out who owns the dyke along the A16 as Witham Fourth have denied responsibility. 
b) Councillor Rowntree told the council that a member of public has put flowers on verges where the lorries have been and then put tape around them as wild flowers to stop them running over it again. 
c) Councillor Moody told the council that speeding along the A16 is still an issue even where the new temporary limit has been put in place for the Viking Link compound. 

10) To receive reports from representatives of outside bodies or local organisations
a) County council – Councillor W. Gray was not present, so no report given.

b) District council- Councillor J. Swanson told the council that BB, ELDC and South Holland District council are waiting to hear what support the government want to supply to refugees to know what to plan. He also told the council that the latest data from public health shows ELDC are at a stable rate which will hopefully continue to drop as there was only an increase in tourism areas.  He told the council that there is a planning application in East Keal at the back of the post office for 6 houses so if anyone wishes to make any comments on it then please do. 

c) Village Hall Committee – Councillor J. Hepworth told the council that there is a Quiz on Friday and there will be a coffee morning in October. Hopefully some of the community groups will be starting up again. 

d) Footpaths – Councillor M. Rickard told the council that she had reported some issues directly to the clerk which she has reported on fix my street. She told the council that the steps near the guard rail for the bus are slippery and can be dangerous.

e) West Keal Parish Charities Trustee – Councillor J Hepworth told the council that the income from the field will be a great help to the running of the charity. The clerk informed the council that it is not a registered charity. The clerk offered to phone the charities trust bank to see who is on the current mandate and how they can change it to make it more recent.

Proposed by councillor Lacey and Seconded by Councillor Rowntree and Resolved that the council keep the funds ‘ring fenced’ until account ownership can be established. 

f) Triangle field – Councillor Moody told the council that the field is being used and monitored well by the current tenants who haven’t reported any issues. 

11) Date of next meeting – The next meeting is scheduled for 13th October 2021 which will be held at the Keals village hall at 7:00pm.

12) Any other matters for inclusion of the next agenda
a) The clerk was asked to see if someone will come along to the hall and do some CSW speed gun training. 
b) The clerk was asked to get a price for a new noticeboard on Hall lane. 
c) Councillor Lacey told the council that someone has been living in a Land Rover in the laybys which he has spoken too and nothing is amiss the member of public just prefers that way of living but thanked councillor Lacey for his interest in his welfare. 
d) Councillor Moody told the council that he has spoken with the PCSO and reported an incident which happened to him while delivering the local newsletter.
