WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the meeting held on Wednesday 5th January 2022 at 7:00pm in the Keals village hall.
Present: With councillor Moody in the Chair there were present councillor(s) Rowntree, Watson, Hepworth and Tily. County Councillor Gray was also present. 
Public: There was 1 members of public present.
Absent: Councillor Rickard and Lacey.  
The chairman declared the meeting open at 7:00pm.
Public forum- None.

1. Chairman’s Remarks – The chairman welcomed all present and thanked them for coming. He wished everyone a happy new year.

2. Apologies for absence and reasons given – Apologies where received and accepted from councillors Rickard and Lacey. 

3. Declarations of interest in accordance with the 2000 Local Government Act - None. The chairman asked if the councillors do have any to please raise them at any time. 

4. The notes from the council meeting of the Council held on Wednesday 8th December 2021 (attached) to be approved as Minutes  and signed by the Chairman
It was: -
Proposed by Councillor Hepworth and Seconded by Councillor Watson and RESOLVED by all that the notes be approved as minutes and signed by the chairman.  

5. To approve payment of accounts: -  
a. Village Hall (January) - £10.00 
b. Clerks Tax for Dec & Jan to be deducted from wages - £14.20 
c. J. Hepworth fruit basket - £30.00 to be deducted from triangle field land income. 
It was: -
Proposed by Councillor Rowntree and Seconded by Councillor Watson and RESOLVED by all that the above payment be approved and duly paid.   

6. To note general correspondence – The clerk told the council that she has sent everything via email including County Councillor Gray’s report. Councillor Moody told the council that he attended councillor Swansons funeral. 

7. To note all planning applications – There were none. 

8. Feedback from Christmas event – Councillor Moody told the council that the Christmas coffee morning went well. A total of £146.29 was made for the charities trust which will be paid into the council account by the clerk. Councillor Rowntree suggested that if it is done again this year more advertising will be needed. The clerk was asked to send thanks to Councillor Lacey for arranging the reindeer.

9. Highways matters – Any problems to report

a. Update on notice board – The notice board is now in place and looks very good, thanks where given to the member of public and councillor Tily for arranging this. Councillor Hepworth is going to put some posters in the noticeboard thanking the material suppliers. Councillor Tily suggested that thanks be added to the councils newsletter for the material suppliers and then copies of the newsletter be sent to them. This is to be arranged. 
b.  Councillor Gray told the council that a new meeting with the Highways manager and the senior highways officer has been arranged for the 11th February at 9am. Councillors Moody, Hepworth and Rowntree will be in attendance. 
c. Councillor Tily reported the Laybys on the A16 still having issues with litter and wild campers dumping waste in the dyke alongside the laybys. The clerk was asked to report this and request a larger bin. 
d. Councillor Gray told the council that the ditch on the A16 will be cleared by highways on this one occasion once a team can be arranged. They will only clear it this time and it is down to the landowner to do not highways.  

10. To receive reports from representatives of outside bodies or local organisations                 
a) County Council - Councillor W. Gray sent his report via email. He made the council aware of the good citizens award and told the council that if they knew anyone to nominate they should. He told the council that LCC are promoting walking and cycling for their day to day journeys. Councillor Moody told him that there are no continuous footpaths in the areas so this wouldn’t be suitable for the area unless some linkages are put in. 
b) District Council – Councillor Leyland has offered to deal with any issues that come up while the council await for a new district councillor to be appointed. 
c) Village Hall Committee - Councillor J. Hepworth had nothing to report.    
d) Footpaths - Councillor M. Rickard not present no report given. 
e) West Keal Parish Charities Trustees - Councillor J. Hepworth told the council he had purchased/ made a fruit basket for Melody Lodge with a card costing £30.00 (funds to be reimbursed from the fields income). He has delivered it to them and they were very thankful. Council had a discussion on how people should apply for funds from the charity, councillor Hepworth told the council that there is a constitution in place which covers this. Councillor Hepworth is going to put a small article together for the newsletter which will tell people how they can apply for funds.            
f) Triangle Field- Councillor Moody told the council that the Shetlands aren’t currently on the field this may be due to the cold weather. The council has received the rent for the field. 

11. Date of next meeting – The next meeting is scheduled for 9th March 2022 which will be held at The Keals village hall at 7:00pm

12. Any other matters for inclusion on the next agenda
a) Councillor Tily asked that an update from the Police be added to the agenda as it has been a while since anything has been received from them.
