WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the meeting held on Wednesday 9th March 2022 at 7:00pm in the Keals village hall.
Present: With councillor Moody in the Chair there were present councillor(s) Rowntree, Watson, Hepworth, Rickard and Tily. 
Public: There were 3 members of public present.
Absent: Councillor Lacey.  

The chairman declared the meeting open at 7:00pm.

Public forum:
One member of public was very concerned about the speeding through the village on the A16 and the A155. Lots of discussion was had by the council and public about the speeding and accidents that have happened. The A155 is a 30mph limit which needs more enforcement from Police the clerk was asked to get in touch with them and the A16 needs a change in speed limit or more restrictions and enforcement in place. 

1. Chairman’s Remarks – The chairman welcomed all present and was pleased that there were more people bringing local issues to the councils attention. 

2. Apologies for absence and reasons given – Apologies received and accepted from Councillor Lacey. 

3. Declarations of interest in accordance with the 2000 Local Government Act - None. The chairman asked if the councillors do have any to please raise them at any time. 

4. The notes from the council meeting of the Council held on Wednesday 5th January 2022 (attached) to be approved as Minutes  and signed by the Chairman
It was: -
Proposed by Councillor Hepworth and Seconded by Councillor Watson and RESOLVED by all that the notes be approved as minutes and signed by the chairman.  

5. To approve payment of accounts: -  
a) HMRC PAYE- Dec/Jan/Feb/March - £28.40
b) S. Kulwicki – Ink £55.41
c) Clerks Milage - £39.60 
d) Village Hall (March) - £10.00 
e) ICO data protection - £40.00 
f) LALC Annual subs – £141.99
g) Inkonomical newsletter printing - £99.99  
It was: -
Proposed by Councillor Hepworth and Seconded by Councillor Rowntree and RESOLVED by all that the above payment be approved and duly paid. 

h) Donations for the queens jubilee request (chairman) 
It was: -
Proposed by Councillor Rowntree and Seconded by Councillor Hepworth and RESOLVED by all that a donation of £50.00 be made for the event.

6. Review of councils newsletter – Councillor Moody thanked councillor Rickard for all of her efforts with the newsletter it is a great community asset. Councillor Rickard told the council that the newsletter needs more input from the council. The newsletters are realised in March, June, Sept and Dec. Councillor Hepworth agree to provide info from the village hall and events they have running. The clerk will send the meeting dates for the year and hopefully a break down of what the council have done within the time between newsletters. 

7. To note general correspondence
a) Councillor Hepworth received a letter from CCLA bank in regards to the Jane Fox Marshall charity, councillor Hepworth told the council that this charity is for the general benefit of the poor inhabitants of West Keal and has not been in operation for some time. The sum contained in the account is believed to be pence and the clerk was asked to contact CCLA and see what the councils option are and if it is possible to close the account. 
b) Councillor Moody received a telephone complaint about a plastic chain which has been erected on the highway on the corner of Fen road. The clerk was asked to report this. Councillor Tily asked if the council should get this in writing first but as it is a highways issue the council can just report it. 
c) Councillor Watson informed the council that the coach house should be opening this week. 

8. To note all planning applications – There were none.
a) The owner of the coffee cup café in West Keal attended the meeting and told the council that he has withdrawn his recent application. 
b) The clerk was asked to contact East Kirkby parish council in regards to a fuel station that has almost been demolished to see if they have any updates on what is happening there. 

9. Highways matters – Any problems to report
a) Councillor Moody, Hepworth and Rowntree met with the county councillor Highways area manager and senior officer and did a walk about in the parish. Several issues where discussed including the poor state of paths, Fen road, dropped gullies on the A155 and the litter issues in the laybys on the A16. The outside bodies took lots of notes and will hopefully take some action on the issues. 
b) It was noted by councillor Tily that the current cleansing team for the Laybys on the A16 are doing a very good job with what they have available but a more permanent solution should be put in place. 
c) Councillor Watson gave copies of the petition she had started; to members of the public so they could get some signatories from the community to help encourage the councils efforts to reduce the speed limit on the A16. 

10. Feedback from Police – The clerk told the council that the PCSO is sending the Police monthly newsletter and she is going to send an up to date contact poster when the vacancies in the Police department have been filled. 

11. To receive reports from representatives of outside bodies or local organisations                 
a) County Council - Councillor W. Gray circulated his report to the council via email. He also emailed the council to let them know that he has reported the situation to the

Portfolio Holder at East Lindsey and the waste in the lay-bys will be monitored to ensure the bins are emptied often enough to prevent any further issues. 
b) District Council – The clrk told the council that Clifford Taylor has been elected as the new District Councillor. 
c) Village Hall Committee - Councillor J. Hepworth had nothing new to report.                                                                        
d) Footpaths - Councillor M. Rickard told the council that the paths are fine at the moment very wet towards the church but that’s normal for this time of year. 
e) West Keal Parish Charities Trustees - Councillor J. Hepworth made an ad for applications of funding for the newsletter which he will send to Councillor Rickard so she can publish it in the next newsletter.                                                                                       
f) Triangle Field – Nothing to report. 

12. Date of next meeting – The next meeting is scheduled for 18th May 2022 which will be the annual parish meeting held at The Keals village hall at 7:00pm followed by the annual council meeting at 7:30pm 

13. Any other matters for inclusion on the next agenda
