WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 7th December 2022 at 7:00pm in the Keals village hall.

Present: With councillor Watson in the Chair there were present councillor(s) Lacey, Moody, Roughton, Rowntree and Rickard. District councillor Terry Taylor.  
Public: There was 7 members of public present. 
Absent: County councillor William Grey.   

The chairman declared the meeting open at 7:00pm.

Public forum:
A member of public present raised concerns with the footpath to Church Lane as it is unusable. The clerk was asked to report this and the footpath on hall lane as it is very narrow and unsafe. Members of public raised concerns with the amount of speeding in the village particularly by HGV’S. The clerk was asked to write to some companies/ business in the area asking them to be more mindful of the speed limits. 

1. Chairman’s Remarks – The chairman welcomed all present. 

2. Apologies for absence and reasons given – County councillor William Grey sent his apologies. The clerk told the council that councillor Tily has resigned and no election has been called so the council can co-opt at the next meeting. 

3. Declarations of interest in accordance with the 2000 Local Government Act – None. 

4. The notes from the meeting of the Council held on Wednesday 19th October 2022 (attached) to be approved as Minutes and signed by the Chairman
It was: - 
Proposed by Councillor Rowntree and Seconded by Councillor Lacey and RESOLVED by all that the minutes be approved and signed by the chairman. 

5. Christmas event – The council discussed refreshments, donations pots and job allocations for the day. 
It was: - 
Proposed by Councillor Rowntree and Seconded by Councillor Roughton and RESOLVED that 50% of the monies raised go to the church. 
Councillors Lacey and Moody where against this proposal.  

6. Notice boards – Councillor Rowntree will cut and replace the current lock as a key cannot be found. The notice board on the A16 councillor Watson will clean and put relevant info in. 

7. To approve payment of accounts: -  
a) Village Hall (Dec x2) - £25.00 
b) S. Kulwicki – milage - £28.35
c) RBL – Wreath - £25.00

Proposed by Councillor Rowntree and Seconded by Councillor Roughton and RESOLVED by all that the above payments be approved and duly paid. 

8. To note general correspondence
a) The clerk told the council that a new application for village gates will need to be completed and she is in the process of arranging a meeting with LCC. Councillor Rowntree, Rickard and Roughton agreed to meet with an officer, the clerk was asked to send possible dates. 
b) The keals community group asked for posters to be put up in the notice boards for warm spaces and asked if anyone had any donations for of food or drinks they would be appreciated. 
c) Councillor Lacey gave the clerk copies of the insurance for the reindeer. 
d) The hall committee wrote to the council and asked if a member of the council could join the hall committee. Councillor Roughton offered to join. 
e) The clerk told the council that the next meeting of ‘councils’ is on the 19th January, no members asked to add anything to the agenda. 
f) The clerk informed the council that the public liability insurance would cover volunteers as long as they carry out their own risk assessment when carrying out any works. 

9. To note all planning applications – The clerk told the council that inchmarlow has been refused. 

10. Highways matters – Any problems to report
a) Reactive speed signs – Councillor Roughton told the council that they are just waiting on the installation of the poles to mount the signs.  
b) Councillor Lacey told the council that the pot holes on Hagnaby lane have been filled but there are some ruts on green lane.
c) Councillor Moody is going to speak with Viking link about donating their reactive speed sign.
d) Councillor Rowntree reported that Fen Lane still needs attention, the road is not suitable for the  vehicles using it. 
  
11. To receive reports from representatives of outside bodies or local organisations                 
a) County Council - Councillor W. Gray not present but sent a report via email. 
b) District Council – Councillor Terry Taylor told the council that he will continue to update the clerk with any news or e-messengers. ELDC are pushing to make homes more efficient with green homes grant, you have to be on certain benefits to be eligible. He told the council that purple bins have been very successful so far but there are now more contaminated grey bins. Councillor Roughton was disappointed with the lack of collections over winter for the green bins, she feels as though you pay for a service that you are not getting. Councillor Moody asked about the national infostructure project but councillor Taylor had no comments as it has not come to him trough ELDC.  

12. Date of next meeting – The next meeting is scheduled for 4th January 2023 at The Keals village hall at 7:00pm.

13. Any other matters for inclusion on the next agenda – none. 

The meeting closed at 8:11pm.
