WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 4th January 2023 at 7:00pm in the Keals village hall.

Present: With councillor Watson in the Chair there were present councillor(s) Lacey, Moody, Roughton, Rowntree and Rickard. District councillor Terry Taylor.  
Public: There was 1 member of public present. 
Absent: County councillor William Grey.   

The chairman declared the meeting open at 7:00pm.

Public forum - None

1. Chairman’s Remarks – The chairman welcomed all present. 

2. Apologies for absence and reasons given – Apologies received from county councillor Grey, who was attending another meeting and would try and get to this one after if time allowed. 

3. Declarations of interest in accordance with the 2000 Local Government Act – There were none. 

4. The notes from the meeting of the Council held on Wednesday 7th December 2022 (attached) to be approved as Minutes and signed by the Chairman
It was: - 
Proposed by Councillor Rowntree and Seconded by Councillor Moody and RESOLVED by all that the minutes be approved and signed by the chairman. 

5. The co-option of any potential candidate present – None. 

6. Notice boards – The clerk found and gave the key to the notice board on Main road west keal to Councillor Rickard. Councillor Rowntree is going to carry out the works when it is convenient. 
It was: - 
Proposed by Councillor Rowntree and Seconded by Councillor Roughton and RESOLVED that the notice boards be opened to the public to use and remain unlocked. 
       Councillor Moody was against this proposal. 

7. To approve payment of accounts: -  
a) Village Hall Jan - £20.00 
b) Sprint signs (M. Lacey) - £120.00
It was: - 
Proposed by Councillor Rowntree and Seconded by Councillor Rickard and RESOLVED by all that the above payment be approved and duly paid.  

8. To note general correspondence – The clerk told the council that this has all been done via email.

9. To note all planning applications – There were none. 
 
10. Christmas event – A discussion was had about where the funds raised should go. It was agreed at the last council meeting that 50% of the funds should be given to the church as a donation and the other 50% be reserved for the charity account. The council are custodians of the west keal parish charity but there is currently only one remaining trustee and they are no longer on the council. The clerk is unable to gain access to the account. Councillor Roughton said that the West Keal charity should be abolished and something more relevant should be used. The clerk was asked to chase the bank mandate for the charity and speak with the charity commission to see what the councils options are. 
It was: - 
Proposed by Councillor Roughton and Seconded by Councillor Rowntree and RESOLVED that all funds raised (approx. £270) be given to the church. 
Councillor Moody was against this proposal. 
The clerk was asked to email thanks to the members of public who helped man stalls, organise and make cakes for the event. Councillor Rickard will pass on the contact info. 

11. Future community events – Councillor Watson has had members of the parish approach her who feel as though there is very little community in the area. Councillor Watson has suggested that they come to a council meeting, members of the council thought it was a good idea but it needs more community involvement, not just the council. 

12. Highways matters – Any problems to report
a) Reactive speed signs – Councillor Roughton told the council that the posts will be installed. The clerk informed the council that there is a 2 month waiting list. 
b) Village gates – Councillors Rowntree, Rickard and Roughton met with a highways officer and they are going to send over the documents required to complete so the council can arrange for gates to be made and erected by councillor Rowntree, at cost.  Councillor Rowntree is also going to check he has the relevant insurance to install. 
c) The clerk was asked to report the missing guard rail on the A16. 
d) Councillor Watson said she will discuss the use of the speed gun at the next meeting of the councils to see if the parishes would consider working together.

13. To receive reports from representatives of outside bodies or local organisations                 
a) County Council - Councillor W. Gray not present, report sent via email. 
b) District Council – Councillor Terry Taylor told the council he would continue to send the email updates through, the council offices have moved to Horncastle and the Manby site has been sold. He also told the council that green waste bins are avliable to renew from the 10th February. 

14. Date of next meeting – The next meeting is scheduled for 8th March 2023 at The Keals village hall at 7:00pm.

15. Any other matters for inclusion on the next agenda
a) Councillor Rickard told the council that the next newsletter will come out in April. She asked that if anyone had anything they would like to put in it that they send it to her. There are 3 newsletters a year, in January, April and September. 

The meeting closed at 8:15pm
