WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 11th October 2023 at 7:00pm in the Keals village hall.
Present: Councillors J. Roughton (Chairman) J. Rowntree, M. Lacey, M. Rickard and S. Thompson. 
Clerk Sarah Kulwicki. 
Also present: 3 members of public

Public forum: 
Members of the public raised concerns with someone running a business from their home without the appropriate permissions. The clerk was asked to write to licencing to see if they would be able to advise the parish council on the appropriate action. 

1. Chairman’s Remarks – None. 

2. Apologies for absence and reasons given – Apologies received and accepted from Councillor Watson and District Councillor Terry Taylor. 

3. Declarations of interest in accordance with the 2000 Local Government Act – None. 

4. The notes from the meeting of the Council held on Wednesday 06th September 2023 (attached) to be approved as Minutes and signed by the Chairman

5. The co-option of any potential candidate present – None. 

6. To receive reports from representatives of outside bodies or local organisations 
a) County Council - Councillor W. Gray – Not present no report given. 
b) District Council – Councillor Terry Taylor apologies sent, email updates received. 

7. Christmas event 2023
It was:- 
Proposed by Cllr J. Rowntree, Seconded by M. Rickard and Resolved that the council do not hold a Christmas event for 2023 but commence planning for one in 2024. 

8. Highways matters – Any problems to report
a) Public footpaths – The clerk was asked to report the footpath behind Holly Holm as steps have been installed but are too step for users. (Ref: 1983835) 
b) Councillor Thomas told the council that Belfour Beaty are going to install the new speed sign which they donated northbound on the A16 as agreed with highways. 
c) Councillor John Rowntree told the council that Fen Road is still an issue. 
d) Councillor Thomas told the council that the new noticeboard and the village gates shall be erected in the next few weeks. 
e) Councillor Lacey reported some pot holes on Green Lane.  

9. Newsletter items for inclusion  - The clerk asked for meeting dates to be added to the next agenda. Councillor Rowntree suggested to add the installation of the village gates and noticeboard to the next newsletter. Councillor Rickard asked him to send some pictures and a write up once completed and she would add it in.

10. To approve payment of accounts: -  
a) Village Hall October- £20.00

Proposed by Cllr J. Roughton, Seconded by M. Rickard and Resolved. 

11. To note general correspondence 
a) Reply to village hall committee. The clerk circulated the response to the councillors prior to the meeting. 
It was:- 
Proposed by Cllr J. Rowntree, Seconded by Cllr S. Thomas and Resolved for the clerk to send it to them. 

12. To note all planning applications – None. 

13. Triangle field –Cllrs Rowntree and Lacey will look to start works in the new year. 

14. Date of next meeting – The next meeting is scheduled for 6th December 2023 at The Keals village hall at 7:00pm.
