WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 6th September 2023 at 7:00pm in the Keals village hall.
Present: Councillors A. Watson (Chairman) J. Rowntree, J. Roughton, M. Rickard and S. Thompson. 
Clerk Sarah Kulwicki. District Councillor Terry Taylor was present. 
Also present: 3 members of public

Public forum: 
None. 

1. Chairman’s Remarks – None, please note chairman arrived late and the Vice-Chairman took the meeting until they arrived. 

2. Apologies for absence and reasons given – Apologies received and accepted from Councillor Lacey and County Councillor William Gray. 

3. Declarations of interest in accordance with the 2000 Local Government Act – None. 

4. The notes from the meeting of the Council held on Wednesday 09th August 2023 (attached) to be approved as Minutes and signed by the Chairman
It was:- 
Proposed by Cllr J. Rowntree, Seconded by M. Rickard and Resolved. 

5. The co-option of any potential candidate present – None. 

6. To receive reports from representatives of outside bodies or local organisations                 
a) County Council - Councillor W. Gray reported circulated via email before the meeting, the council had no comment to make. The council would like an update on the phone box surrounding surface. 
b) District Council – Councillor Terry Taylor also updated the council via email prior to the meeting and told the council he is happy to take any issues forwards. 

7. Highways matters – Any problems to report
a) Councillor Rickard asked if the speed signs could be altered as they do not show speed after 33mph just a warning triangle. Councillor Thompson told the council he would look into changing it. 
b) Councillor Rickard asked if the council could request 30mph to be painted onto Main road, Keal Cotes. 
c) The council asked for an update on the speed sign being gifted by Viking Link. The clerk informed the council the location needed confirmation. The clerk was asked to arrange a meeting with highways to discuss this. 
d) Councillor Rowntree report some progress on the maintenance of Fen Road but works have slowed recently. 
e) Councillor Watson reported a divot on the junction with Fen Road and the A16 turning left towards Boston. 

8. Newsletter production issues – Councillor Rickard reported that she is having issues with forthcoming information for the newsletter. The council feel at this time that it is a valued community resource.

Cllr J. Rowntree Proposed that the newsletter be done bi-annually which was Seconded by M. Rickard and Resolved. The council will discuss the production timings at the next meeting. 

9. To approve payment of accounts: -  
a) GE- Views noticeboard - £405.80 (PAID)
b) Village Hall September - £20.00

10. To note general correspondence – The clerk told the council that this has all be dealt with via email between meetings. 

11. To note all planning applications – None. 

12. Triangle field – Councillor Rowntree told the council that he has made no progress on the field. He told the council that the Ragwort has now seeding and should be left as it will just spread if touched. He will speak with the neighbouring land owner who made a complaint about it out of courtesy to see what they want. 

13. The keals village hall – The clerk told the council that the HSE executive wont take any action as it falls under the remit of the local fire protection officer and environmental health. The clerk asked the previous hall representatives for the new sectary’s contact info so she can email her and notify them that the displayed insurance policy in the hall has expired. 

14. Date of next meeting – The next meeting is scheduled for 11th October 2023 at The Keals village hall at 7:00pm.

15. Any other matters for inclusion on the next agenda
a) Newsletter
b) Councillor Rowntree told the council that the village gates are in the final stages of creation. 

The meeting closed at 7:45pm

Public forum: 
A member of the public questioned why the speed signs cannot stay where they are. The clerk told them that they are only allowed to be situated in 30/40mph zones. They also asked if the trees on the A16 which were removed by Belfour Beaty could be re-instated, Councillor Taylor agreed to check the planning conditions to see if anything was put in place for this. He made the council aware that Viking Link may have some fence posts available for the triangle field.
