WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 9th August 2023 at 7:00pm in the Keals village hall.
Present: Councillors A. Watson (Chairman) J. Rowntree, J. Roughton, M. Rickard, M. Lacey and S. Thompson. District councillor Terry Taylor and County Councillor William Grey.

Also present: 1 member of public

Public forum - None.

The meeting commenced at 7:00pm

1. Chairman’s Remarks – The chairman welcomed all present. 

2. Apologies for absence and reasons given – There was none.

3. Declarations of interest in accordance with the 2000 Local Government Act – None. 

4. The notes from the meeting of the Council held on Wednesday 07th June 2023 (attached) to be approved as Minutes and signed by the Chairman 
It was:-
Proposed by Cllr J. Rowntree Seconded by S. Thompson and Resolved by all that the minutes be approved and signed by the chairman. 

5. The co-option of any potential candidate present – None

6. Highways matters – Any problems to report
a) Cllr J. Roughton informed the council that 3 men and 2 vehicles belonging to Highways came for the day to do 3 strips on Tarmac near the phone box last week instead they only did 1 strip near the door and she is very disappointed with the work carried out as it is not what the highways officer promised. County Councillor W. Grey shall chase this.  
b) Councillor Rowntree told the council that the repairs on Fen Lane have started but 1/8 of the repairs are left so there is still a long way to go but the standard of work is good.
c) The council was informed by highways that the village bus stop will not be moved. Councillor S. Thompson thanked  they County Councillor for his efforts. Councillor Rowntree would like it to be known that there will be a fatality if nothing is done. An extra guard rail put up which is longer than the previous one. The council asked that  they a new survey be carried out. County Councillor William Grey will request one. 

7. To receive reports from representatives of outside bodies or local organisations                 
a) County Council - Councillor W. Gray sent a report via email. He talked about a few of the reports with the councillors.  
b) District Council – Councillor Terry Taylor regularly sends email updates to the council. He touched on a few items that ELDC are doing at the minute.  
c) The village hall committee – At the AGM no one has been elected. There is a new sectary and you can only email her 150 words. Councillor M. Rickard and J. Roughton are no longer members and are now observers.  A discussion was had on the lack of health and safety protocols and evidence in place the County Councillor William Gray suggested

that the council contact YMCA- Councillor Roughton told him that she has done this as an individual and a report was going to be done. The clerk was asked to write to hall committee regarding their confirmation on being trustees as they do not want to be legally viable for any losses incurred. The halls insurance has been out of date since June 2023 as stated on the poster for the hall when entering. 
The council asked the clerk to report the health and safety concerns in regards to the  hall to the Health and Safety executive.

8. To approve payment of accounts: -  
a) Village Hall August - £20.00 
b) ELDC Election cost - £48.50
It was: - 
Proposed by Councillor Rickard and Seconded by Councillor Roughton and RESOLVED by all that the above payments be approved and duly paid.   
c) To discuss quotes for the new noticeboard, previously circulated 
It was: - 
Proposed by Councillor Thompson and Seconded by Councillor Roughton and RESOLVED by all that the council purchase from Ge-Veiws. 

9. To note general correspondence – The clerk told the council that there is some equipment available from Lincolnshire county council for litter picking. The clerk was asked to register the councils interest to see what equipment they could get. A member of the parish emailed the clerk to ask about erecting a mirror on the highway. The council have no say in what is erected on highways land and they would need their permission and the clerk was asked to inform them of this. 

Councillor M. Lacey told the council that Barley farm had £300 equipment taken from their property and the police have been informed and not attended the scene. Councillor M Lacey thought it was disgusting. The council told them the member of public should raise concerns with police and crime commissioner. 

Councillor A. Watson told the council that ragwort has started to grow in the triangle field and a member of public has reported this to her. Councillor Rowntree will go and assess the field and arrange for the weeds to be removed. 

10. To note all planning applications – 
a) Ref: S/204/01260/23 – Hillveiw, Main Road, West Keal. Planning Permission - Erection of chicken coops with runs and erection of shed for chickens/chicks and feed and general agricultural storage (works already completed). Full planning has been given. 
b) Ref: S/204/00586/23 – Inchmarlo, Main Road, Keal Cotes. Planning permission for the erection of two holiday lodges. Planning permission has been refused. 

11. Triangle field –Councillor Rowntree will arrange to go to field and look at the Ragwort as discussed earlier in the meeting. He will also look at replacing the stakes with Councillor Lacey when possible. 

12. Date of next meeting – The next meeting is scheduled for 6th September 2023 at The Keals village hall at 7:00pm.

 
13. Any other matters for inclusion on the next agenda
a) Report from Village hall
b) Councillor Rowntree has made some village gates and brought one along to the meeting to get the councils feedback. The council thanked Councillor Rowntree and Thompson for all their efforts in making them.
