WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 15th January 2025 at 7:00pm in Cracroft village hall.
Present: Councillors A. Watson (Chairman), M. Lacey and P. Heaton. Clerk Sarah Kulwicki.
Also present: 4 members of public The meeting opened at 7:00pm
Public forum:
A member of public asked that the council no longer put signs up in the parish directing traffic to his house. Councillor Lacey apologised to the members present he erected some signs to promote a local Christmas event which was raising money for charity and did not mean to cause traffic to come to their property but to the event. He thanked them for bringing it to the council attention.

2. Apologies for absence and reasons given
Apologies received from Cllrs, Paul Rennie, Jules Roughton, Margaret Rickard, District Cllr Terry Taylor and County Cllr Willam Grey.
3. Declarations of interest in accordance with the 2000 Local Government Act
None.
4. The notes from the meeting of the Council held on Wednesday 4th December 2024 (attached) to be approved as Minutes and signed by the Chairman
It was:-
Proposed by Cllr J. Rowntree Seconded by Cllr P. Heaton and Resolved for the notes to be approved as minutes and signed by the chairman.
5. To receive reports from representatives of outside bodies or local organisations
a) County Council - Councillor W. Gray – Sent via email.
b) District Council – Councillor Terry Taylor – Sent via email.
6. Highways matters – Any problems to report
a) Perspex update – Cllr Rennie – Not present and no updates yet.
b) Cllr Rowntree reported that Fen road is still deteriorating and a more permanent solution is needed.
c) Cllr Rowntree reported that the cottages on Main Road Keal Cotes have had some flooding due to the layby ditches filling with water and there is no where for it to go.
7. Newsletter - Items for inclusion

The clerk told the council that Cllr Rickard would like to hand over the newsletter to another councillor as she has done it happily for many years but Is now ready to pass this on to someone else or reply more keenly on social media posts and the councils website. The council will discuss this at the next meeting when more Cllrs are present.
8. Feedback for Christmas event held
Cllr Watson reported that it was very well attended and very busy throughout the day the council raised £427.62 for the church. Thanks were given to all councillors who helped.
9. To approve payment of accounts: -
a) HMRC PAYE - £19.20
b) LALC ATS- £144.00
c) LALC Annual subs - £158.70
d) Village Hall Jan - £20.00
It was:-
Proposed by Cllr J. Rowntree Seconded by Cllr J. Lacey and Resolved for the above payments to be approved and duly paid.
10. To decide on councils banking arrangements
It was:-
Proposed by Cllr P. Heaton Seconded by Cllr A. Watson and Resolved for the council to switch to NatWest to take advantage of their offer of 2 years free banking, before fees are applied.
11. To discuss and approve the council’s budget and precept amount to be applied for, for 2025-2026
It was:-
Proposed by Cllr J. Roughton Seconded by Cllr J. Rowntree and Resolved for the council to approve the budget and apply for a precept of £5,500.00.

12. To note general correspondence
a) Banking charges to be applied – See item 10.
13. To note all planning applications
None.
14. Date of next meeting – The next meeting is scheduled for 12th March 2025 at Cracroft village hall at 7:00pm.
15. Any other matters for inclusion on the next agenda
a) The clerk was asked to enquire about the funding for bus shelters and arrange a meeting to discuss locations.
b) Cllr Rowntree reported that he needed the code for the defib cabinet.
