Unapproved Minutes 2 September 2025
Minutes taken by the Parish Clerk, Mrs Deborah Money, at the Parish Council Meeting of West Keal and Keal Cotes Parish Council, held on Wednesday 2 September 2025, in Cracroft Village Hall, West Keal commencing at 7.00 pm.
Present: Councillors, Amy Watson (Chair), Martin Lacey, Julia Roughton, Margaret Rickard, John Rowntree, Phil Heaton, Paul Rennie and the Clerk Deborah Money
Also present: 15 members of the public.
Public Forum:
• Van with a trailer is driving around and cutting down trees without permission, this has been reported to the police and has a criminal reference number of 25000468935.
• Speeding vehicles along the A16, it was suggested to look at average speed cameras. The Clerk will contact Councillor Roberts and Highways for assistance. This would have been discussed in minutes at item 9c).
• The footpaths along Keal Cotes opposite the Coach House Public House are overgrown, Councillor Taylor will send contact details for someone that may be able to help with clearing it. Minutes 9)
• The new landlord for the Coach House, visited to introduce himself.

2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.
3. Declarations of interest: (If any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interests in agenda items not previously recorded on Members’ Register of Interests.

4. Notes of the Parish Council meeting held on 06th August 2025
To resolve as a correct record and to authorise the Chair to sign the official minutes.
On proposal from Councillor Roughton, seconded by Councillor Rowntree, and with no objections, it was resolved to accept the minutes as a correct record, and the Chairman was authorised to sign them.
5. To receive reports from representatives of outside bodies or local organisations
a) County Councillor - Councillor Philip Roberts, Councillor Roberts sent his apologies and didn’t send a report.
b) District Councillor - Councillor Terry Taylor was present and updated the Parish Council of the Government Reform, and the pylons.
6. Financial matters: To resolve as correct and authorise payments.
a) Bank Balance as of 31st August 2025 £14045.61
b) Update on mandate for NS&I – New forms have been, received and were signed out the meeting to change the name and address, on account.
c) Village Hall - £40.00
d) Staff Costs (August) – £364.67
e) Ink Print and Design - £89.00
f) Bank Charge £4.25
g) Income Received East Lindsey Community Grant - £800
On proposal from Councillor Rowntree, seconded by Councillor Roughton and with no
objections, all resolved to agree with, 6b and to approve the above payments.
7. Information, Reports and correspondence
a) Email Addresses Email addresses are now set up and ready to go. The Clerk has given out instructions for using and setting up emails via the browser, Outlook and Gmail, along with email addresses and passwords.
b) Christmas Event – It was agreed to look at the 13th December 2025.
c) Defibrillator Keal Cotes – The Clerk has researched pricing for an annual defibrillator inspection; a quote from defibmachines.co.uk was obtained at £182.50 plus VAT for one visit per year. Councillor Heaton will seek contact details for an alternative service provider.
d) Bus Shelters - The Council has secured a community grant of £800 for the bus shelter from Councillor Taylor. Additional funding is still required. The Clerk has reached out to the GRASSroots Scheme, which historically has not supported bus shelter projects, indicating that grants are generally not provided as they believe improvements should be made by the bus service itself to encourage greater usage. Nevertheless, Parish Councillors wish to pursue this funding, emphasizing the importance of protecting elderly residents and school children who rely on the service daily. The Clerk has also contacted the local highways officer to assess the suitability of the proposed location for the bus shelter. Once approval is obtained, the Council will proceed with the GRASSroots grant application.
8. Planning: Town and County Planning Act 1990. To consider and make observations of all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by district council. To include those received from the date of this notice and the day of the meeting.
APPLICANT: Tunnard Straw Limited PROPOSAL: Planning Permission - Change of use of disused runway to form a straw bale storage site and the siting of a portable building, weighbridge and toilet. LOCATION: Land North Of April Cottage, East Kirkby Airfield, East Kirkby.
The application was Approved on 12/08/2025.
9. Highways matters Any problems to report
a) Fix My Street - Nothing to update
b) A16 Speed Limits through Village – The Clerk will ask Councillor Roberts and Highways about the possibility of installing average speed cameras in the village.
10. Date of next meeting Wednesday 1st October 2025, all meetings commence at 7:00 p.m. at the Keals Village Hall West Keal.

The smells in the village from muck spreading in the local fields.
