Minutes taken by the Parish Clerk, Mrs Deborah Money, at the Parish Council Meeting of West Keal and Keal Cotes Parish Council, held on Wednesday 3 December 2025, in Cracroft Village Hall, West Keal commencing at 7.00 pm.
Present: Councillors, Amy Watson (Chair), Martin Lacey, Julia Roughton, Margaret Rickard, Phil Heaton, Paul Rennie, John Rowntree and the Clerk Deborah Money
Also present: County Councillor Roberts and District Councillor Taylor.
Public Forum: One Member of the public present.
The meeting was opened at 1900
1. Chairs Remarks
The Chair welcomed everyone to the meeting.
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.
No apologies received by Councillor Lacey.
3. Declarations of interest: (If any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interests in agenda items not previously recorded on Members’ Register of Interests.

4. Notes of the Parish Council meeting held on 01 October 2025
To resolve as a correct record and to authorise the Chair to sign the official minutes.
On proposal from Councillor Roughton, seconded by Councillor Rickard, and with no objections, it was resolved to accept the minutes as a correct record, and the Chairman was authorised to sign them.
5. To receive reports from representatives of outside bodies or local organisations
a) County Councillor - Councillor Philip Roberts, discussed the reorganisation and the national grid.
b) District Councillor - Councillor Terry Taylor, discussed the reorganisation and grants available.
6. Financial matters: To resolve as correct and authorise payments.
a) Bank Balance as of 01 December 2025 £13208.83
b) To receive the cashbook and bank reconciliation for November 2025
c) To give the Clerk delegated powers to pay any invoices in January.
d) Staff Costs (November and December) – £639.14
e) Wreath - £25.00 CHQ
f) Village Hall - £40.00
g) Bank Charge £8.50
h) To receive 2026-27 budget and precept request. All members had received the advised budget and precept amount from the Clerk and after discussion the advised budget and precept was agreed.
i) Payment since the agenda was published SLCC Membership - £51.25
j) Microsoft Subscription £69.99
On proposal from Councillor Roughton, seconded by Councillor Heaton and with no
objections, all resolved to agree with 6a, 6b, 6c and to approve the above payments, the precept request was agreed at £5775 for 2026-27.
7. Information, Reports and correspondence
a) Email Addresses
The Clerk has been having issues with the old email address; she is able to read them but having problems replying and sending from. She will now therefore be using email clerk@wkkc-pc.gov.uk, please now direct all email to this address.
b) Christmas Event
The Christmas event is being held on the Saturday 13 December 2025, it was proposed by Councillor Heaton and seconded by Councillor Rowntree for Parish Council to fund about £1000 for the event. All funds raised will be going to Motor Neurone Disease.
c) Defibrillator Keal Cotes
The Parish Council has received approval from the British Heart Foundation for a new defibrillator, which will be installed in the telephone box at Keal Cotes. The proprietor of The Coach House, Keal Cotes, has generously offered to install the device and perform monthly maintenance checks. Upon installation, the Clerk will register the defibrillator on the circuit website.
d) Bus Shelters
Lincolnshire County Council has inspected two potential locations for the new bus shelter. They have approved the site in West Keal, where the original shelter once stood. We have received an £800 grant from East Lindsey District Council to help fund this project. Unfortunately, the location at Keal Cotes has been declined for now. The Clerk will contact some local companies to obtain cost estimates for the new shelter. A bush near the new shelter will need to be trimmed. All necessary paperwork has been submitted to the council, and we are now waiting for an update.
e) Meeting Dates

The Clerk will book the Village Hall for the dates agreed by the council.
f) Neighbourhood Watch
This will be added to the next agenda, but in the meantime Councillor Rennie, will see if he can find out any more details.
g) Internal Audit
The Clerk will look for quotes.
8. Planning: Town and County Planning Act 1990. To consider and make observations of all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by district council. To include those received from the date of this notice and the day of the meeting.

9. Highways Matters Any problems to report
a) Fix My Street
Anything reported on fix my street also needs to be forwarded to Councillor Roberts.
