Minutes taken by the Parish Clerk, Mrs Deborah Money, at the Parish Council Meeting of West Keal and Keal Cotes Parish Council, held on Wednesday 1 October 2025, in Cracroft Village Hall, West Keal commencing at 7.00 pm.
Present: Councillors, Amy Watson (Chair), Martin Lacey, Julia Roughton, Margaret Rickard, Phil Heaton, Paul Rennie and the Clerk Deborah Money
Also present: 3 members of the public.
Public Forum: None of the members of the public chose to speak.
The meeting was opened at 1900
1. Chairs Remarks
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting. No direct apology was received by the Clerk from Cllr John Rowntree. However, Cllr Lacey conveyed an apology on behalf of Cllr Rowntree.
3. Declarations of interest: (If any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interests in agenda items not previously recorded on Members’ Register of Interests.

4. Notes of the Parish Council meeting held on 01 October 2025
To resolve as a correct record and to authorise the Chair to sign the official minutes.
On proposal from Councillor Roughton, seconded by Councillor Rennie, and with no objections, it was resolved to accept the minutes as a correct record, and the Chairman was authorised to sign them.
5. To receive reports from representatives of outside bodies or local organisations
a) County Councillor - Councillor Philip Roberts, Councillor Roberts discussed the reorganisation. He is actively working to address the issue of speeding traffic on the A16, having sent letters and advocated for the installation of average speed cameras. He is currently awaiting a response from the Road Safety Partnership.
b) District Councillor - Councillor Terry Taylor, Councillor Taylor sent his apologies and didn’t send a report.
6. Financial matters: To resolve as correct and authorise payments.
a) Bank Balance as of 30 September 2025 £14014.43
b) To give the Clerk delegated powers to pay any invoices in November.
c) Staff Costs £346.17
d) Bank Charge £4.25
On proposal from Councillor Roughton, seconded by Councillor Rickard and with no
objections, all resolved to agree with 6b and to approve the above payments.
7. Information, Reports and correspondence
a) Email Addresses
The new council email addresses have now been successfully set up. Councillors have received instructions on how to implement these changes. Please note that the previous email address will cease to function at the end of 2025.
b) Christmas Event
It was agreed that a separate informal meeting will be held at Cllr Roughton’s home in October to finalise decisions regarding forthcoming actions
c) Defibrillator Keal Cotes
The Clerk visited the defibrillator in Keal Cotes and, due to its current condition, it was agreed that she may seek a replacement through the British Heart Foundation. If a new defibrillator can be sourced, the Clerk will contact the local public house to explore whether they would be willing to monitor and maintain it.
d) Bus Shelters
The Clerk is awaiting a call back from Highways to confirm a meeting regarding two potential sites for the installation of new bus shelters. Once Highways provide a date for the site visit, the Clerk will notify councillors to determine who is available to attend.
e) Smells from sludge from some local farms - Case reference: 1145-6857-8152-9992
The Clerk will contact East Keal Parish Council to ascertain whether they are experiencing similar issues.
8. Planning: Town and County Planning Act 1990. To consider and make observations of all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by district council. To include those received from the date of this notice and the day of the meeting.

Two members of the public left, after trying to interrupt the meetings proceedings.

c) It is with great sadness that we record the passing of Squadron Leader Paul Day. His service and contributions will be remembered with deep respect and gratitude.
