Minutes from 12.03.2025

WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 12th March 2025 at 7:00pm in Cracroft village hall.
Present: Councillors A. Watson (Chairman), M. Lacey, J. Roughton, J. Rowntree, P. Rennie, M. Rickard and P. Heaton. Also County Councillor William Grey  and the clerk Sarah Kulwicki. 

Also present: 8 members of public                 The meeting opened at 7:00pm 

Public forum: 
A member of public asked that the council take action to maintain Stones Lane it is an adopted highway and is in need of works. County Councillor William Grey will ask the Highways area manager to have a look at this road and see what can be done.  

Residents also reported that East Keal footpaths have recently been scraped to remove the overgrown grass but West Keal and Keal cotes have not been done. Councillor Grey will also discuss this with the highways officers. 

1. Chairman’s Remarks 

The chairman told all that the clerk has resigned from her position and thanked her for all her hard work over the years. 

2. Apologies for absence and reasons given 

None. 

3. Declarations of interest in accordance with the 2000 Local Government Act

None. 

4. The notes from the meeting of the Council held on Wednesday 15th January 2025 (attached) to be approved as Minutes and signed by the Chairman

   It was:-  
Proposed by Cllr M. Lacey Seconded by Cllr J. Rowntree and Resolved to approve the notes as minutes and for the chairman to sign. 

5. To receive reports from representatives of outside bodies or local organisations       
          
a) County Council - Councillor W. Gray has sent his report via email but gave the council a brief rundown of the local government reorganisation plans and reported that the mayor of Lincolnshire elections will run in line with the county council elections. 

b) District Council – Councillor Terry Taylor – Not present to report given. 

6. Highways matters – Any problems to report

a) Perspex update – Cllr Rickard told all that the Perspex has been replaced and the council has only been charged for the materials and not the labour. 
b) The clerk was asked to email over different types of bus shelters to the council which can be used so they can be sent on to highways. 
7. Newsletter -  New councillor to take over responsibility or no longer produce this document. Councillor Rickard will continue to produce the newsletter for the time being. 

8. To approve payment of accounts: -  
a) Church donation - £427.62
b) ICO – Data protection - £52.00 
c) HMRC PAYE - £19.00
d) Village Hall March - £20.00

Proposed by Cllr P. Heaton Seconded by Cllr J. Rowntree and Resolved for the above payments to be approved and duly paid. 

9. To note general correspondence 

None. 

10. To note all planning applications 

a) Ref: S/204/00329/25 - Section 73 application to vary conditions no.2 (approved plans) and no. 6 (landscaping) previously imposed on planning permission – Council has no objections. 

11. Date of next meeting – The next meeting is scheduled for 7th May at Cracroft village hall at 7:00pm. This will be the annual parish meeting a 7pm followed by the councils annual meeting at 7:30pm. 

12. Any other matters for inclusion on the next agenda
a) Cllr Rennie asked if a school trip to the church could use the village hall car park to park their coach. Council informed him to speak with the village hall committee.
