WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 24th January 2024 at 7:00pm in the Keals village hall.
Present: Councillors A. Watson (Chairman), Steve Thompson, J. Roughton, J. Rowntree, M. Lacey and M. Rickard.
Clerk Sarah Kulwicki. 
Also present: 4 members of public.

Public forum:
A member of public asked the council to write to ELDC planning department to see why the trees which were removed by Viking link along the A16 have not been put back ‘like for like’. They have planted some trees but they are very small and not enough to cover those that where removed. The clerk was asked to write to the council and ask if there were any conditions in place. 

A member of public requested that the drains on Hall Lane be cleaned as when it rains the road fills with surface water which does not drain away. The clerk was asked to report this. 

1. Chairman’s Remarks – The chairman wished all a happy new year. 

2. Apologies for absence and reasons given – Apologies received  from District councillor Terry Taylor and County Councillor William Grey. 

3. Declarations of interest in accordance with the 2000 Local Government Act – None. 

4. The notes from the meeting of the Council held on Wednesday 6th December 2023 (attached) to be approved as Minutes and signed by the Chairman
It was:-  
Proposed by Cllr M. Lacey, Seconded by Cllr J. Roughton and Resolved for the notes to be approved and signed by the chairman.  

5. The co-option of any potential candidate present – None. 

6. To receive reports from representatives of outside bodies or local organisations                 
a) County Council - Councillor W. Gray  report was sent via email. 
b) District Council – Councillor Terry Taylor sent his report via email. 

7. Highways matters – Any problems to report
a) Councillor Rowntree reported that Hall Lane is still deteriorating. 
b) Councillor Lacey reported that some lines have been painted on the Hagnaby Road which looks positive, hopefully something can be done. 

8. Newsletter – The newsletter will be created and distributed in March, June and September. 
It was:-  
Proposed by Cllr M. Lacey, Seconded by Cllr Rowntree and Resolved for the names of the councillors to be publicised in the newsletter and the contact details for the clerk. 

9. To approve payment of accounts: -  
a) Village Hall Jan - £20.00

10. To note general correspondence 
a) Letter to West Lindsey and Government, RAF Scampton – historic items – The clerk was asked to write to the council and local MP asking them to consider having an onsite museum to ensure the important historic items and kept. 
b) The clerk was asked to write to the Wolds facilities guide creators and inform them that there is no longer a café or public house in the area. 

11. To note all planning applications – None. 

12. Date of next meeting – The next meeting is scheduled for 13th March 2024 at The Keals village hall at 7:00pm.

13. Any other matters for inclusion on the next agenda
a) Councillor Rowntree told the council that he would approach the new pub owner as works there have commenced to see what the plans for the public house are. 
b) Councillor Thompson told the council that he has measured for the perspex in the phone box and will get it ordered. 
c) Councillor Rickard reported that the notice board in West keal is leaking water and will need Perspex as well. 
d) Councillor Watson asked that the councillors arrange a date to clear the ragwort on the triangle field. Councillor Rowntree will go down with his staff and do this, he will get councillors to help as well. 
e) Councillor Rowntree will also arrange for his staff to do the fencing at the triangle field and invoice the council for this.
