WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 2nd October 2024 at 7:00pm in Cracroft village hall.
Present: Councillors A. Watson (Chairman), J. Roughton, M. Lacey, M. Rickard, P. Heaton and Paul Rennie. Clerk Sarah Kulwicki. 

Also present: 1 members of public                 The meeting opened at 7:00pm 

Public forum:
One member of public present asked for a copy of the social media policy for the council. The clerk was asked to send this electronically. 

1. Chairman’s Remarks

The chairman welcomed all present. 

2. Apologies for absence and reasons given 

None. 

3. Declarations of interest in accordance with the 2000 Local Government Act

None. 

4. The notes from the council meeting held on Wednesday 4th September (attached) to be approved as Minutes and signed by the Chairman  

   It was:-  
Proposed by Cllr J. Roughton Seconded by Cllr j. Rowntree and Resolved for the notes to be approved as minutes and signed by the chairman.

5. Highways matters – Any problems to report

a) Cllr Roughton reported issues with nuisance parking still on Main Road which is blocking the pavement for pedestrians. Cllr Taylor told them there is nothing that can be done due to there being no yellow lines. The clerk was asked to email the county councillor an official request from the parish council for lines to be added via a TRO. 
b) Speed limit review update – Cllr Grey reported that he has spoken with Lincs Road Safety partnership and highways are now investigating the speed limit review. 
c) Cllr Rennie was asked to write to Brylane to request a more suitable location for the bus stop and a new bus shelter in the layby on the A16 so the children don’t get wet while waiting for the bus. 

6. To receive reports from representatives of outside bodies or local organisations   
              
a) County Council - Councillor W. Gray reported that he has sent his report via email which the clerk has forwarded on to all. Some of the items are included which Cllr Grey wanted to highlight are £2 bus services with call connect and the devolution deal which is going ahead so there will be a great mayor of Lincolnshire.

b) District Council – Councillor Terry Taylor reported that there are some grants available for social groups which are tackling isolations. Any groups can apply for up to £2,000.00. He also reported that there is a group for how to tackle common online scams on Monday 21st October from 10am till 12pm. 

7. To approve payment of accounts: -  
a) Village Hall August - £20.00 
b) Clerks expenses Jan to Oct - £392.50

Proposed by Cllr J. Rowntree Seconded by Cllr M. Rickard and Resolved by all for the above payments to be approved. 

8. Christmas Event – 14th December 10am -2pm – Cllr Rickard told all that this has been included in the local newsletter and the clerk was asked to get a multi-purpose banner. Cllr Watson is going to speak with the local radio stations and the clerk was asked to send the poster to local schools. 

9. To adapt and approve the councils social media policy 

It was:-  
Proposed by Cllr J. Roughton Seconded by Cllr P. Rennie and Resolved by all to approve the councils social media policy. 

10. Newsletter items for inclusion 

None. 

11. Triangle Field – Ragwort and fencing 

Cllr Watson wanted to visit the triangle field and has just collected the keys for the field but there is no ragwort on site after speaking with the member of public who originally made the complaint but the concerns are now with the overhanging trees. Cllr Rowntree will cut the trees back when he erects the fencing as he will need to cut them back slightly anyway. Works will be done over November. 

12. To note general correspondence 

Cllr Rennie reported that some of the newsletters sent out from Cllr Terry Taylor arrived quite late. The clerk will send them out as soon as possible. 

13. To note all planning applications 

None. 

14. Date of next meeting – The next meeting is scheduled for 4th December 2024 at Cracroft village hall at 7:00pm.

16. Any other matters for inclusion on the next agenda
a) Cllr Rennie reported that reflections are coming to quote for the works on the phone box. 
b) The clerk told the council she will being the defib to the next council meeting. 
c) Cllr Heaton reported that the ICAROS world championships will be taking place at Heaton Health on the 14th December at 4pm.
