WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 05th June 2024 at 7:00pm in the Keals village hall.
Present: Councillors A. Watson (Chairman), J. Roughton, J. Rowntree, M. Rickard and District Councillor Terry Taylor. 
Clerk Sarah Kulwicki. 

Also present: 5 members of public 

Public forum: 
One MOP asked if the council have considered applying for the king portrait which could be displayed in St. Helens church. The clerk was asked to do this. A member of public present who has registered his interest for the council vacancy available for co-option told the council he wants to leave it until next time and let the other candidate be co-opted. 

1. Chairman’s Remarks – None. 

2. Apologies for absence and reasons given – Apologies received from Cllr William Grey and Mr. Phil Heaton. 

3. Declarations of interest in accordance with the 2000 Local Government Act – Cllr A. Watson declared an interest with agenda item 11 a as the application is for her place of work. She told all that she will not take part in the discussion for this item. 

4. The notes from the annual council meeting held on Wednesday 8th May 2024 (attached) to be approved as Minutes and signed by the Chairman 
It was:-  
Proposed by Cllr M. Rickard, Seconded by Cllr J. Roughton and Resolved for the notes to be approved and signed by the chairman.  
 
5. The co-option of any potential candidate present - 2 registers of interest 
It was:-  
Proposed by Cllr J. Roughton, that Mr. Phil Heaton be co-opted on to the council, Seconded by Cllr M. Rickard and Resolved. All necessary paperwork will be handed to Mr. Heaton. 

6. Highways matters – Any problems to report
a) Cllr Watson reported that she met with Cllr William Grey and 2 highways officers Lelia Hardy and Richard Fennik. The did a tour of the area but spoke about Fen Road in detail. The clerk was asked to email Cllr Grey for an update and time scale for any proposed works on this dangerous road. 

7. To receive reports from representatives of outside bodies or local organisations                 
a) County Council - Councillor W. Gray sent via email. 
b) District Council – Councillor Terry Taylor told all that the council is in PURDA you the parish will hear very little from him until after 4th July. This is so not to sway opinions with the upcoming elections. He reported that he is now on the planning committee and ELDC are looking closely at bio diverse plans. 

8. Noticeboards – To discuss if the noticeboards should remain open

It was:-  
Proposed by Cllr J. Rowntree, Seconded by Cllr J. Roughton and Resolved for the noticeboard to stay locked and should anyone wish to display anything in them it should be sent to the clerk. 

9. To approve payment of accounts: -  
a) Village Hall June - £20.00 
b) IDB - £7.99
c) Inkonomical - £134.00
d) LIVES – Battery and pads - £210.00
It was:-  
Proposed by Cllr M. Rickard, Seconded by Cllr J. Rowntree and Resolved for payments to be approved and duly paid. 

10. To note general correspondence – None. 

11. To note all planning applications 
a) Ref: S/204/00755/24 - LAND AT POPLAR FARM, MAIN ROAD, KEAL COTES - Planning Permission - Erection of a free range egg production poultry unit with ancillary structures and hardstanding. The council support this application. 
b) Ref: S/204/00453/24 - Planning Permission - Alterations to existing vehicular access. LOCATION: MILL FARM, BOSTON ROAD, WEST KEAL, LINCOLNSHIRE, PE23 4BD. Full planning has been given. 
c) PROPOSAL: Planning Permission - To site 2no. glamping pods. LOCATION: INCHMARLO, MAIN ROAD, KEAL COTES, SPILSBY, PE23 4AQ. The council noted that glamping pods have been erected but no planning permission has been given. 

12. Date of next meeting – The next meeting is scheduled for 14th August 2024 at Cracroft village hall at 7:00pm.

c) Highways update on fen road
d) Post box collection times 

The meeting closed at 8:00pm

Public forum: 
a) One MOP asked the clerk to report an overgrowth of grass on to the path on main road west keal.
b) Cllr Rickard asked a MOP for a picture of the village gates once they have been erected. 
c) Cllr Watson thanked an ex councillor for his dedication to the council and all his help over his period of office.
