WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 13th March 2024 at 7:00pm in the Keals village hall.
Present: Councillors A. Watson (Chairman), Steve Thompson, J. Roughton, J. Rowntree, M. Lacey, M. Rickard and County Councillor William Grey.
Clerk Sarah Kulwicki.
Also present: 3 members of public.
Public forum:
A member of public asked the council to write to National Grid and summit the parish councils comments on the pylons. He told the council that plan B direct effects the resident of West Keal and Keal Cotes. The clerk was asked to object to plan B in its current state. The parishes have all ready been effected by Viking Link and Tritton Knoll to have this come through the parish as well would be detrimental to the local environment.
Another member of public asked the councils plans to commemorate D-Day and suggested that the council purchase the lamp of peace for the event.
The meeting opened at 7:25pm
1. Chairman’s Remarks – None.
2. Apologies for absence and reasons given – None. District Cllr Terry Taylor was not present.
3. Declarations of interest in accordance with the 2000 Local Government Act – None.
4. The notes from the meeting of the Council held on Wednesday 24th January 2024 (attached) to be approved as Minutes and signed by the Chairman
It was:-
Proposed by Cllr M. Rickard, Seconded by Cllr J. Roughton and Resolved for the notes to be approved and signed by the chairman.
5. The co-option of any potential candidate present – None.
6. To receive reports from representatives of outside bodies or local organisations
a) County Council - Councillor W. Gray sent his report via email, he touch on a few of the subjects like the National Grid pylons and an outbreak of measles.
b) District Council – Councillor Terry Taylor – Not present no report given.
7. Highways matters – Any problems to report
a) Cllr Rowntree reported the poor condition of Fen Road. Cllr Grey told the council he has a meeting with highways officers next week and he will bring it to their attention.
b) Cllr Roughton reported that the works around the phone box have been completed and she is pleased with the work.
c) Cllr M. Lacey told the council that Hagnaby Lane has some substantial subsidence.
8. Newsletter – Cllr Lacey thanked the council for his advert in the newsletter. The next newsletter goes out in June and the chairman asked all the Cllr to work on something to be included.

9. To approve payment of accounts: -
a) LALC Annual subs - £155.26
b) ICO – Data protection - £40.00
c) Village Hall March - £20.00
d) Lamp of Peace - £55.000
It was:-
Proposed by Cllr M. Rickard, Seconded by Cllr J. Roughton and Resolved for the above payments to be approved and duly paid.
10. To note general correspondence
a) Letter to West Lindsey and Government, RAF Scampton – historic items letter received from MP and MOD which states the items have been safely removed and are in secure storage.
11. To note all planning applications
a) Ref: S/204/00093/24 - Planning Permission - Erection of a house with an attached garage and the demolition of existing dwelling. GREENSHIRES, MAIN ROAD, KEAL COTES, SPILSBY, PE23 4AG. The council support this application.
12. Triangle Field – Councillor Rowntree - arrangements for Ragwort and fencing. Cllr Rowntree to carry out works in the better weather.
13. Date of next meeting – The next meeting is scheduled for 8th May 2024 which will be the annual parish meeting at 7 pm and then the annual council meeting at 7:30pm at The Keals village hall.

a) Christmas event
