WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 4th December 2024 at 7:00pm in Cracroft village hall.
Present: Councillors A. Watson (Chairman), J. Roughton, M. Lacey, M. Rickard and P. Heaton. Clerk Sarah Kulwicki. 

Also present: 5 members of public                 The meeting opened at 7:00pm 

Public forum: 
Cllr Rickard reported that she felt as though she has been personally attacked on social media as she removed a sign which has been illegal put into the highways grass. The clerk informed her that she should report the posts via social medias report system and Police if necessary. Any signs in or on the verge should be reported to highways for them to deal with, not the parish council. Cllr Rickard read out a response to the social media post. 

One member of public asked the council to consider contacting East Keal parish council to see what the councils can do to better establish community engagement. 

Another member of public asked the council if they are happy with the current health and safety of the hall as they believe that the hall is not compliant at this time. The clerk was asked to make contact with LALC and ask what should be in place when hiring a hall for meetings.

2. Apologies for absence and reasons given 

Apologies received from Cllrs Paul Rennie and county Cllr William Grey. 

3. Declarations of interest in accordance with the 2000 Local Government Act

       None. 

4. The notes from the council meeting held on Wednesday 2nd October 2024 (attached) to be approved as Minutes and signed by the Chairman  

   It was:-  
Proposed by Cllr J. Roughton Seconded by Cllr J. Rowntree and Resolved for the notes to be approved as minutes and signed by the chairman.

5. Highways matters – Any problems to report

a) Speed limit review update – Cllr Grey not present report sent via email. The clerk was asked to email Cllr Grey and ask for an update on the TRO request for parking issues on Main Road. 

6. To receive reports from representatives of outside bodies or local organisations          
       
a) County Council - Councillor W. Gray – Report sent via email.

b) District Council – Councillor Terry Taylor – Not present no repot given. 

7. To approve payment of accounts: -  
a) Village Hall Dec- £40.00 
b) HMRC PAYE - £38.00
c) S. Kulwicki – Amazon - £133.45
d) RBL – Wreath - £25.00
It was:-  
Proposed by Cllr J. Roughton Seconded by Cllr j. Rowntree and Resolved for the above payments to be approved and duly paid. 

8. Christmas Event – 14th December 10am -2pm 

Arrangements for the event were finalised. The clerk was asked to make some labels for the councillors, purchase 2 Christmas cards to be used as a thank you and collect the sign from Sprint signs. 

9. Phone box – works needed 

Council discussed getting quotes for the works but Cllr Heaton told all that he will get the measurements and make the repair. 

10. Triangle Field – Ragwort and fencing – Cllr Rowntree will do the works at his earliest opportunity. 

11. To note general correspondence 

a) Cllr Rowntree reported that he had received some complaints about odour coming from a local pig farm but he has referred them to environmental health. 

12. To note all planning applications 

A) Ref: S/204/00093/24 – Greenshires, Main road, Keal cotes – Planning permission for the rection of a house detached double garage. The council had no objections to this application. 

13. Date of next meeting – The next meeting is scheduled for 15th January 2024 at Cracroft village hall at 7:00pm.

14. Any other matters for inclusion on the next agenda

a) Cllr Lacey asked that thanks been given to the member of public who makes the post box toppers.
