WEST KEAL AND KEAL COTES PARISH COUNCIL
Minutes of the council meeting held on Wednesday 14th August 2024 at 7:00pm in Cracroft village hall.
Present: Councillors A. Watson (Chairman), J. Roughton, P. Heaton, M. Rickard, M. Lacey and District Councillor Terry Taylor.
Clerk Sarah Kulwicki.
Also present: 2 members of public
The meeting opened at 7:05pm
Public forum:
One MOP asked if the council would be willing to work with him to help reduce speed and improve road safety in the keals villages. The council were in agreement.
1. Chairman’s Remarks – None.
2. Apologies for absence and reasons given - Apologies received from Cllr William Grey, Cllr John Rowntree and Cllr Phil Heaton.
3. Declarations of interest in accordance with the 2000 Local Government Act – None.
4. The notes from the council meeting held on Wednesday 05th June 2024 (attached) to be approved as Minutes and signed by the Chairman
It was:-
Proposed by Cllr M. Rickard, Seconded by Cllr J. Roughton and Resolved for the notes to be approved and signed by the chairman.
5. The co-option of any potential candidate present - 1 vacancy, 2 registers of interest.
It was:-
Proposed by Cllr J. Roughton, Seconded by Cllr M. Rickard and Resolved by all for Mr. Paul Rennie to be co-opted on to the council.
The council thanked the other candidate for attending.
6. Highways matters – Any problems to report
a) The council discussed the recent accident on the A16 and asked the clerk to email Cllr Grey for his advice on what can be done about a speed reduction on this road. The clerk was also asked to request an Archer survey.
b) The clerk was asked to report some created ‘mud steps’ on a right of way. Cllr Rennie will send her a photo of the area.
c) Cllr Watson told all that the passing places have been installed on Fen Road.
7. To receive reports from representatives of outside bodies or local organisations
a) County Cllr William Gray sent his report via email.
b) District Cllr Terry Taylor reported that he send regular email updates to the council.

8. To approve payment of accounts: -
a) HMRC PAYE – June, July and August - £28.60
b) Village Hall August - £20.00
It was:-
Proposed by Cllr J. Roughton, Seconded by Cllr M. Rickard and Resolved by all for the above payments to be approved.
Cllr P. Heaton arrived.
9. Christmas Event – Arrangements – The Christmas event will be on the 14th December between 10am and 2pm. Cllr Lacey will provide a live nativity scene. Councillors and their partners/ family will provide cakes. Cllr Rickard will be one of the church displays to showcase the local church and what it has to offer as a community space. Cllr Roughton will bring some games to play. There will also be a raffle which Cllr Rickard will put in the newsletter and ask for volunteers for the event and prizes. All Cllrs will approach local businesses for prizes. Cllr Rickard will also speak with a local crafting lady to come along and do Christmas themed crafts. Cllr Rickard will make a poster for the event which can be put on social media. Cllr Rennie offer to speak with his daughter to get the council some social media accounts as she is a very skilled marketing executive. The clerk was asked to get a social media policy for the council.
10. Newsletter items for inclusion – The Christmas events poster.
11. Triangle Field – Ragwort – Updated needed from Cllr Rowntree but he was not present to give one.
12. To note general correspondence – Cllr Watson has had an email from a member of public who will erect the village gates in September and get the data from the speed signs. Cllr Roughton asked about the Perspex for the phone box, Cllr Rennie is meeting with reflections and will ask them to do a quote for the works.
13. To note all planning applications
a) EC/204/00265/24 – Inchmarlow, Main Road, West keal – installation of glamping pods without planning permission – No updates.
b) S/204/00755/24 – Land at Poplar Farm, Main Road, Keal Cotes. Erection of a free range poultry unit. Full planning permission has been given.
14. Date of next meeting – The next meeting is scheduled for 4th September 2024 at Cracroft village hall at 7:00pm.
